1773137 - New API endpoints needed for creating new components and editing current ones

There has been interest in being able to update the triage owner for components via the API which you cannot do at the moment.

This change will add a new REST API endpoint for editing a components values as well as creating a new component. This will be done in the newer Mojolicious native REST code so will only be available to REST and not XMLRPC.

I will update the docs as well to show how the new endpoints will be used.
