Typing "customize" or "customise" into the settings search does not find "Customise toolbar" settings

Steps to reproduce:

Tried to find "customize toolbar" settings in menus and by searching in the main settings dialog.

Actual results:

"Sorry! There are no results in settings for "customize""

The message also appears for "customise" (with an "s")

Expected results:

Customise toolbar... dialog or menu item shown

Not showing the correct result means that users cannot find this important feature unless they know it is hidden under "More tools".

The Bugbug bot thinks this bug should belong to the 'Firefox::Toolbars and Customization' component, and is moving the bug to that component. Please correct in case you think the bot is wrong.

It's also in the main menubar (accessible by pressing alt on Windows, or you can permanently enable it from the toolbar context menu) under View > Toolbars, and if you right click anywhere on the main toolbar, and a web search also trivially finds this, so I'm not convinced how important this is. The search in the settings only finds things inside those settings - it also doesn't find the add-ons manager if you search for "add-ons" (despite there being an item on the bottom left that will open it!), or the developer tools if you search for "developer" (nor any of the devtools settings if you search for those), and I think finding every Firefox feature from the search in the Firefox settings is a non-goal. It's just a filter for things inside those settings.

Feels like whether customize toolbar is so important (or so much like "settings") that we need to make an exception and include it in this particular search is a product call.

Settings search is indeed just a filter for things inside those settings (a very imperfect one, partially because of inconsistencies with how we name things - I think content design team is working on that).

So I'd say it is not expected behavior to find "Customize toolbar" in Settings, as the two surfaces are not integrated (plus, you can find it through View and Help menus). It's not something we'd integrate into Settings, but I think "Customize toolbar" has a discoverability problem and it's a preference of sort, and it would be nice to address that problem.

I briefly heard from the UX team that Settings might be a possible candidate for "fundamentals improvement" project, so I feel like it's good to keep this enhancement open for when scoping of that project hopefully happens.
