Could you help to check whether “Use keyboard navigation to move focus between controls.” is checked in keyboard system setting? See https://support.apple.com/guide/mac-help/use-your-keyboard-like-a-mouse-mchlp1399/10.15/mac/10.15. Thanks.

After I re-checked "Use keyboard navigation to move focus between controls" the tab key has worked.
Confused, chrome doesn't seem to be affected by system settings
