Scope of this bug is to add handoff to Firefox View screen in MR onboarding.

User Story
As a product manager, I would like to introduce new and existing users to the value of Firefox View and prompt them to try it out, so they can take advantage of Firefox's main personalization surface and learn about all the new MR features.

Acceptance Criteria

1. New and existing users are presented with the text prompt introducing them to the benefits of Firefox View in the larger context of MR and a CTA prompting them to discover the new surface. Clicking the CTA moves users to the Firefox View with the first card of the feature tour open.
2. Bypass CTA that allows users to start browsing instead is available on this screen. Clicking the “Start browsing” bypass CTA completes the onboarding process and moves users to the new tab.
