Likely a dupe of bug 1774271, since at least on my machine, the regression range is the same (regressed by Bug 1735929):

Note: bad builds will occasionally give me the correct rendering, with a QR code (maybe 1/3 of the time, from brief unscientific testing).

So for other folks testing/verifying this bug, be sure to reload a few times to see if the QR code ever fails to load, before considering a build "good".
