the site is a portal for young kids. it has international versions for US,
China, Korea, Taiwan, and Portugal, linked from the the flags at the upper right
corner, that don't block mozilla.
the blocker message http://www.alfy.co.il/netscape.html says that they block
Netscape because "Netscape does not fully support Hebrew, and in particular,
vowel punctuations". the image i will attach will show this is not true,
although as i understand, this also depends on the level of hebrew support
provided by the OS.

the screenshot was taken after removing the agent sniffer. it shows NS7 with
perfect vowels punctuations, but this was also seen the same with moz1.1.
for non-hebrew readers: these punctuations are usually not used in hebrew,
except for places were double-meanings of words cannot be tolerated: religios
texts, poems, and also in texts for 1st-2nd grade children, that are not yet
trained enough for reading without them.

update: the site doesn't block mozillla, but some pages use VBScript to detect Flash plugin. this doesn't work, of course, so these pages redirect to http://www.alfy.co.il/help/Flash_Download.asp even when there is an updated flash plugin installed.
