This test was disabled in Bug 1739107 and yet is still occasionally failing...

I now see there is a second reference to this test in browser/base/content/test/webrtc/legacyIndicator/browser.ini. I'll disable it there as well.

This test was (partially) disabled in Bug 1739107 but we're still seeing failures. This
is the only other place I can see that could be running the test, so disable it here too.
