This jumped in frequency on Dec 27, given that we had low volume of things landed over the holidays, might be easier than normal to pinpoint a specific thing that landed that caused this.

Sotaro, you were involved with this via Bug 1760618 in comment 31. Could you please have a look here and see if that somehow affected this test?

Made a patch to disable browser_omta_tearoff_tab.js on linux to reduce the number of oranges on trees. If this lands, please remember to enable the test again when making a fix for the issue TEST-UNEXPECTED-FAIL | gfx/tests/browser/browser_omta_tearoff_tab.js | vsync should be enabled as we have a tab with an animation - false == true - JS frame :: chrome://mochitests/content/browser/gfx/tests/browser/browser_omta_tearoff_tab.js :: test :: line 18

Looks like in failure cases, the animation in question hasn't started running on the compositor.
