Running 20021030, when i set "browser.urlbar.autoFill", the URL Bar does not
auto-fill (fill in the text for the closest match to what i'm typing)

Can you give more clear steps to reproduce? After setting this pref, if I enter
the beginning of an address in the URLbar that I have visited before I get a
drop-down list of matches. If I then hit TAB it fills in the first item in that
list.
Did you create a new profile and install Phoenix to a clean directory?

the behaviour in mozilla is to fill in the rest of the word.
autoFill maps to the "Autocomplete best match as your type"
for instance.. i've been to "http://slashdot.org/" before, and it's in my history.
if i type:
slash
along with the drop-down list apearing, i should also get
slash|dot.org|
with the "dot.org" part automatically filled in for me (and selected).
anyways, if you want to see what the feature looks like in mozilla, go to:
Preference -> Navigator -> Smart Browsing -> Location Bar Autocomplete - Advanced...
and turn on "Autocomplete best match as you type".

This is not a Phoenix bug. Phoenix does not use Mozilla's autocomplete code.
Setting Mozilla preferences and expecting them to work is a bad idea.
