With bug 1775036 the special ChromeWebElement class is getting removed and all elements whether if existent in content or chrome scope are treated as pure WebElement references.

As such we would no longer need the WebReference.fromUUID() method and we should check how easily it could be removed. I wouldn't worry about backward incompatibility changes to Marionette given that we do not release the client anymore but geckodriver might need an update here as well.
