[META] Respect user choice in receiving in-product messages

As a user, I want to control the in-product messages I receive from Firefox. We should give users an option to opt out of the messages.

Currently in about:preferences, we have the following options:

General

  • Recommend extensions as you browse
  • Recommend features as you browse

Snippets

  • Tips and news from Mozilla and Firefox

We should do the following:

  1. Have our promotions (i.e. VPN, Firefox Focus, Mobile etc) as well as messages on our new callout messaging surface respect the "recommend features as you browse" setting.

  2. Hide "Snippets". Users do not know what snippets are and might be irritated if they continue to receive tips from us
