Some Internet Shortcuts created on Desktop not working

Steps to reproduce:
I create an Internet Shortcut on Desktop, by clicking the padlock icon in the address bar and dragging to the Desktop.
Actual results:
For some websites the result is an empty file, instead of a working internet shortcut.
Below are two such websites as examples:

https://www.amazon.com/Perfect-Mess-Benefits-Cluttered-Fly/dp/0316114758/
The commonality I have found is that all the problematic websites have a colon (:) in the title of the website. That is, a colon (:) somewhere between the tags <title> and </title>. For example, there is a colon after "Vaccination" in the title of the 1st link above, as pasted below.

However, some websites with a colon do successfully create Internet Shortcuts.
So having a colon appears to be a necessary condition for the bug, but not a sufficient condition.
I am currently using Firefox version 102.0.
I have verified this bug occurs in both Windows 8.1 and Windows 10.
I have verified this bug occurs in a newly created Firefox profile.
I have verified this bug occurs when I start Firefox in Troubleshooting Mode.
I have verified that Google Chrome can create Internet Shortcuts for these websites, so it not an inherent problem with the websites themselves.
Expected results:
An Internet Shortcut should have been created on Desktop.
