STR:

  1. Open a PDF file
  2. Start taking a screenshot
  3. Select an area
  4. Scroll down

On normal web pages, you can scroll down and the screenshot area remains at the same place, then you can resize it to also cover the page content where you scrolled to.
On PDFs, you can't scroll down after having selected an area.

I haven't had the time to work on this recently and this is a tricky problem (see bug 1643719).
This is the same as bug 1643719 so I'm going to mark this as a duplicate. Unfortunately, I'm not sure when we will be able to fix this from the screenshots side of things. It would be easier to update the pdf viewer to not overflow scroll.
