The second policy document shows policy identifiers that are not visible in the edit popup, so cannot be removed.
In particular: 1.3.6.1.4.1.44031.1.1.13

Removed the extra policy identifier. Checked the code, there was not issue found.

I cannot figure out how to reproduce it again either.
