Starting mozilla a few times from a batch file brings up a single window

When I run the following batch file:
SETLOCAL
SET BROWSER="C:\Program Files\mozilla.org\Mozilla\mozilla.exe"
start %BROWSER% www.slashdot.org
start %BROWSER% www.arstechnica.com
start %BROWSER% www.kuroshin.org
ENDLOCAL
I would expect to see three browser windows opened, pointing to the respective
sites. Often, only a single instance of mozilla is opened, pointing at kuroshin.
This seems to be most common if an instance of mozilla is already open, in which
case it is redirected to Kuroshin, without going through the other sites.
Note - the batch file works as expected if I change the browser to be internet
explorer.

Additionally - version of browser is:
Mozilla/5.0 (Windows; U; Windows NT 5.0; en-US; rv:1.1) Gecko/20020826
The problem occurs both when quick launch is enabled and when it is disabled.
