1778818 - Add index to are-we-esmified-yet job, and also put commit hash and date to the result JSON

Bug 1771587 patch enables collecting the ESMification status, but the job lacks index, and the latest artifact cannot be retrieved with static URL.
Currently the automation on GitHub side that collects JSON from artifact retrieves push list and job list from treeherder and then get the latest artifact from the found job.

If we add index to the job, we don't need to retrieve push list and job list.

Then, if we directly get the artifact, it lacks the information about the commit hash and date.
So it's better adding that to the result JSON.

This is mostly an optimization, and doesn't block kicking off the migration.
