From an efficiency perspective, if there is general information about the request that applies to all programs we only need to collect it once. Consider linking cases to copy general information. Alternatively, have a single form generate multiple cases (one case for each program they are applying to).

Root Programs may process cases at different speeds and it is ideal to not have one Program to be an external dependency for another program.
