Toolbars don't draw the first time

Details
When I bring up apprunner (either the browser or the editor), the toolbar button
foregrounds paint, but the backgrounds don't, and there's random garbage painted
there instead. I have to force a repaint by covering and uncovering the window
or mousing over the toolbars (mousing over only paints the buttons which are
active) in order for the toolbar buttons to paint.

Forgot to mention: I see this in 11/1 and 11/2 builds, but I don't remember
seeing it before then.

I'm confused; this is a linux-only bug. The Mac bug is #13438. I don't think
that one bug depends on the other... If this is not broken on linux could
someone remove the dependency and resolve this as fixed? Thanks!

Looks like it's indeed fixed; at least, I no longer see it in this morning's
linux builds. The Mac bug is probably a different bug.
