178040 - when i reply (even a text/plain message) i see the html tags interpreted

when replying a messages that contains <input> mozilla showed it as if it was a
html document (a standard input type=text box apeared). i have message
composioning in html checked off and converting messages to plain/text in
message compostion.
addtionaly see the blue line indicating quotation while previesly  i could see
standard > char following each line


Reproducible: Always

Steps to Reproduce:
1. compose a plain/text message with "aaa <input>  aaa"
2. hit the "reply" button (crtl-r)


Actual Results:  
you will see a blue line showing a qutation and a input type text following it.

Expected Results:  
> <input>
