When using the debugger, the F10/F11 keys do not work for stepping if focus is in the console, either inline or multi-line.

Nicolas will look for possible duplicates

We can consider making resume and step over global Toolbox shortcuts when the Debugger is on a breakpoint. Step in and step out, could also work when focusing the split console IF the Debugger is the current panel.

We have Bug 1327443, but it looks a bit different as the reporter wanted all debugger shortcuts to be piped to the debugger, which could be really tricky
