This issue is very similar to bug 1779797 and likely share a similar fix. This time, instead of l10n bumps, Android-Components bumps are causing trouble. Just like the former, A-C bumps work well on on main[1] but not on release branches[2]. Mergify approve them but don't merge them automatically

main(#7431) and the current release branch (#7429)
