Steps to reproduce:
I allowed Firefox to update to the current version for Linux (I am specifically on Ubuntu 18.04.6). The browser restarted as a result as well. This issue is reproduced on my machine trivially no matter how many times I restart the browser or my entire computer.
Actual results:
Now, no mouseover effects work by mousing over them, they only work starting with other mouse events, like clicking or moving the scroll wheel while hovered. Certain web pages designed to specifically track the relative location of the mouse, like gmail, have certain functions work, but it is clear that none of the "default" mouseover options are functioning (for example, I never get hovertext unless I click on the thing that should have hovertext, and my cursor never changes style until I click on a link or textbox or whatever else should change it).
Expected results:
Mouseover effects should continue working as usual. Everyone knows what normal mouseover effects behave like.

I don't seem to notice anything not working on gmail or other websites I usually visit. The simple test case works for me, too. I'm on Win11 though.

I tried to reproduce this issue using Ubuntu 18.04.6 x64 on older builds (2022-07-22 and others) and on Firefox 102.0, but couldn't. The hover effect is working just fine. My guess is that either the reporter changed some prefs or that is an update issue, in which case I can't find a regression for it.

I'm having the exact same problem since a few months, but only took the time to search a correspondent bug today....
I'm using Firefox Developer Edition - version 105.0b5 (64 bits) on Debian 11, disabled every addons and themes
Some information about the bug I can add even if it's pretty random :
- I doesn't happen on startup, it takes some time before all those animations stops
- The problem is tied to the current window, if you drag a tab out of this window, the newly created window has all animations working

could you verify that the problem still exists? I can't reproduce, neither on Ubuntu 22.04 or MacOS13 (Nightly 112.0a1 2022-02-22). After restart, mouse over effects work even without having to click somewhere.
