1782444 - Re-enable pref sanitization in Nightly

Description

[Tom Ritter [:tjr] (OOTO until 4/30 at least)]

Bug 1772345 turned it on in Nightly. Bug 1780403 landed a bunch of allowlists and then disabled it. This bug is to re-enable it, and we will file a new bug for any new things we need to allowlist.
