1782667 - Force "everything" mode in Browser Toolbox when debugging a mochitest with --jsdebugger

With Bug 1782527, the default value for the mode will be parent process only, but when debugging test, the user might have set a debugger statement in content process code, and the Browser Toolbox should be ready for this
