The Bugbug bot thinks this bug should belong to the 'Toolkit::Add-ons Manager' component, and is moving the bug to that component. Please correct in case you think the bot is wrong.

The add-ons page (about:addons) can be found via: Hamburger menu > Add-ons and Themes. This menu item also has a shortcut (Ctrl-Shift-A)
Or right-click on an extension button and choose "Manage extension".

Marking this bug as incomplete but also linking Bug 1777480 as a "see also":
What described in comment 0 seems to suggest this is a request for making the about:addons page more immediately reachable from a toolbar button, if that is the case then the work for the "Unified Extensions Button" tracked by Bug 1777480 once completed and enabled by default may be actually covering this (because the panel associated to new toolbar button includes a "Manage extensions" button which will be opening the "about:addons" page in a new tab).
