17832 - Address To field: Receipient's entries got eraised when scrolling downward

Win_nt 4.0 (1999-11-02-09 M11)
Mac (1999-11-02-08 M11)

Steps:
1. Launch Messenger using the -mail option
2. Click on New Msg to open the Compose window
3. In the address To: fields, enter 2 recipients' email addresses.
4. Press Enter, at this point, the vertical scroll bar comes up.
5. Enter the third recipient's email address
6. Click on the downward arrow key twice so that only the third recipients's id
aligns on the top of the To: field.
7. Click on the upward arrow to scroll upward

Actual result: Notice that the first 2 recipient's id are eraised when they are
scrolled passed beyond the To: field input box

Expected result: The recipients' entries should retain.

This occurs on all platforms.

Another observation: I cannot go back to the first and second To: field to enter
the receipients again.

Using builds 1999121309 on win98, and build 19991211308m12 mac and linux, this
is fixed in that the addressing name are not erased, but when sending after you
have scrolled, some of the names were not sent to.  Logging a separate bug for
this since this is for the display of the names before sending.
