This is a simpler version of bug 1568934.
There is a class of click-jacking attacks that rely on positioning click targets such that they end up clicking on something the user did not intend following page changes.
This bug focuses on the simpler condition of "page just navigated", but bug 1568934 should be addressed in the fullness of time too, since there's a class of attacks there too, in addition to the general user frustration shifting page layouts can cause.
