Not sure if this is a Java issue or not. 

I'm using Mozilla 1.0.1 but the problem also exists in Mozilla 1.1.

Method:
1. Go to this http://www.ottawarealestate.org/frm_search.html
2. In the map in the right pane, click on a magnifying glass with a plus sign.
3. Continue clicking on magnifying glasses in the right pane until all you have
are numbers of regions on the map.
4. Click on one of the numbers so that a blue checkmark appears on the map over
the selected number.
5. Click the Search button in the left pane. 
6. Once the search results are displayed in the right pane, click the browser's
back button. 

Result:
You are returned to the very top of the Web site rather than just to the
previous page of the search facility.
Also note that the browser indicates that the page never finishes loading.

More information
Try this in an older version of Netscape (4.5 or older) or IE and you will see
the desired effect.
Konqueror also backs up properly, but it doesn't allow you to search properly.
and the js engine is involved how?  :)

I can confirm the buggy behavior in Phoenix 11/02.  In addition, 

7. Hit the forward button.
Result: the right frame (with the search results) is loaded by itself.

Since this bug involves frames, I'm adding it to the metabug for frame history
issues, bug 59387.  I think this is a dup of bug 162128, since in both bugs, the
throbber never stops when you load the frameset.
