I think there should be an option (if not a default) to always open .url
shortcuts in the Windows platform in new browser windows instead of disrupting a
random open window.

i have a similiar problem: i use windows' (xp pro) address bar located inside 
windows' taskbar at the bottom of the screen. IE has a feature that allows to 
open every new url in new browser window. and it works great. unfortunately 
mozilla (including 1.2 final) can't handle this. when i set mozilla as my 
default browser, every url launched from windows' taskbar is opened in 
*current* mozilla window. :( there should be an option like in IE - open every 
url launched outside (inside too - why not?) mozilla in new window/tab.

Reporter: Try setting user_pref("advanced.system.supportDDEExec", false); in
user.js, located in your profile directory.

Also, you might want to update your mozilla build from
<http://ftp.mozilla.org/pub/mozilla/nightly/latest/>.

Wouldn't this be the same as for opening links from other programs in a new
window? I'm sure that bug's been filed many times... How's bug 75138 look?
