When we lay out an OOF early for column balancing, we abort early if
the associated CB hasn't completed layout. In addition to checking that
the last CB fragment has a break token, also check that there are any
fragments at all.

I'm not sure why this was exposed by table fragmentation specifically,
but it seems reasonable to abort OOF layout in such cases.
