Extend the existing event telemetry to report disablement due to the presents of Enterprise policy with the DNSOverHTTPS property set to false and due to the presents of Enterprise policy without the DNSOverHTTPS property separately.

This was fixed in bug 1784258 by separating the enterprise policy reasons.
