Needs proper render-blocking for transition test

The test specifically relies on style not being applied to a body
element while a stylesheet in head is being loaded. In Chrome's test
framework we ignore beginframe being deferred per default which caused
this test to fail. Use the existing feature flag for other tests
depending on the render-blocking feature.
