1. Launch Navigator
2. Make sure Edit/Preferences/Privacy & Security/Popup Windows
Allow Popups is checked
3. Access to above URL
4. Popup dialog doesn't popup, download dialog displays instead
On IE, no popup, no nothing.

Why was this bug moved? the popup blocking mechanism is shared between Mozilla
and Netscape (dom.disable_open_during_load pref).
