1785248 - Update PDF editing placeholder icons

Per the discussion in bug 1784272, PDF editing is slated to ride the Fx105 train to release but was enabled with placeholder icons still in place. There's a Jira ticket for the update, but I can't track that easily so I'm filing this bug so we have somewhere to track that work for 105.
