1786322 - Re-design bookmark detail pane to be a fixed height

The detailsPane resizing can cause issues with ensureRowIsVisible, such as Bug 1471546

One way we could solve this is to make the detailsPane a fixed height (perhaps by having the labels to the left of the input boxes rather than appearing above) so that it doesn't continually resize itself when a user clicks on a folder or a bookmark.

my suggestion would indeed be to move the labels to the side only in the Library. Additionally the hint text below the input fields should probably be able to wrap, but still stay belo the input field (not below the label).
