_isAppProvided is currently spread around SearchEngine, but really only applies to AddonSearchEngine as they are the only ones we allow to be app provided.
I'd like to move that across, and use class inheritance features to end up with the same functionality. I think it will make it help make it clearer about the general expectations surrounding app provided.
