Sync web-platform-tests PR 35572 into mozilla-central (this bug is closed when the sync is complete).

The initial empty document do not inherit properly its StorageKey from
its parent for the initial empty document.

This leads to an anonymous iframe, being able to embed iframe that
aren't properly partitionned.
