I think FLOWS_TO is already cached here, but if you've got a specific test case that isn't passing, let me know!

Oh you are right. There is a failure in accessible/tests/browser/mac/browser_aria_controls_flowto.js with caching enabled. But that is because of MEMBER_OF.
