Tapping the active button annotation mode should close the mode and return the mode and cursor to pointer

Current behavior:
When either annotation mode is open, tapping an annotation button keeps the annotation mode open.
Desired behavior:
When either annotation mode is open, tapping the active button annotation mode closes the mode and returns the mode and cursor to pointer.
With this change to toggle button behavior, we no longer need the pointer cursor in the subnav menu (it may still exist in the overflow menu alongside the grabber hand).

I can confirm this issue is fixed, I verified using Firefox Nightly 106.0a1 (2022-09-05) on Win 10x64, Ubuntu 22 x64 and macOS 10.15.
