Scroll box not working with touchscreen in latest firefox version

Steps to reproduce:
Tried to move scroll box with finger on touchscreen to scroll firefox window.
Actual results:
Window moved in opposite direction, as if scroll box was not there and I had dragged the underlying window content.
Expected results:
Scroll box should have moved with my finger and window content should have scrolled accordingly. Chrome works correctly, notepad works correctly, Win 10 file explorer windows work correctly, previous versions of firefox worked correctly. Scrolling in firefox works OK when touchpad is used to move cursor to scroll box and click and drag it. Computer is HP Elitebook Revolve 810 G2.

The Bugbug bot thinks this bug should belong to the 'Core::Layout: Scrolling and Overflow' component, and is moving the bug to that component. Please correct in case you think the bot is wrong.

Could this be a duplicate of bug 1787361?
Yes, it looks like the same bug as reported in 1787361. Sorry, I did read the bugs that were suggested duplicates at submission time.
