The URL of links needs to be exposed as the value, both for the link itself and any text/image leaf descendants. The text/image exposure is legacy behaviour which I honestly didn't think anyone used, but it seems that at least one user has come to rely on it and it's not hard for us to support.
Discovered thanks to the opt-in preview.

I verified this works with NVDA object navigation as well as JAWS's JAWSKey+control+f7 command.
