Steps to reproduce:

With a surface pro 4 touch screen, open firefox and navigate to webpage that has a vertical scrollbar.
Try to scroll down the page by pressing down and dragging on the scrollbar

Actual results:

The scrollbar is never "pressed down" and the entire page instead scrolls as if you've pressed and dragged on any other part of the webpage, i.e. drag down to go up the page, drag up to go down the page

Expected results:

The scrollbar is "pressed down" and can be dragged as normal, i.e. drag down to (rapidly) scroll the page down and vice versa

I would also like to mention a few other things:
I have restarted the surface, and Firefox with it, and the issue still persists
This issue does not appear on Edge or Chrome
This issur occurs no matter if the Firefox window is maximized to fill the screen, or in a smaller aspect ratio.

The Bugbug bot thinks this bug should belong to the 'Core::Panning and Zooming' component, and is moving the bug to that component. Please correct in case you think the bot is wrong.

This is a known regression in Firefox 104, which will be fixed in 105, as well as in the upcoming 104.0.2 point-release.
