Can this be reproduced reliably? If so a regression range would be appreciated. Guessing this is graphics related since zoom doesn't really use webrtc related code.

After updating the driver using the Intel Driver Assistant, this issue has gone (videos stopped blinking)

Looks like a psecific rnage of the windows intel driver might need hardware video decoding blocklisted?

Artur, can you try to switch back to the broken driver and check that you can still reproduce? There are some other prefs I'd like to try changing.

Did a driver rollback. Then reboot.
For some reason, it's not blinking anymore. Although, driver version is same (30.0.101.1631)

Seems to be related to specific Intel driver versions, and no longer repros after an update. Still concerning (P2), but no longer impacting the user (S3).
