While investigating bug 1749345, mak and I found some two-year old telemetry data suggesting that close to 3% of first startup users were hitting the 30 second timeout, which would be very bad. From what I understand, this isn't captured by regular startup telemetry. FirstStartup telemetry was originally implemented in bug 1582608 but expired in Firefox 75. We need to bring it back so we're not flying blind.

I started working on this in bug 1749345, I'll move the patch over here.

I ended up taking over the patches and getting data review over in bug 1749345. I'm just going to dupe this one over to that bug, and leave it open while we wait for Telemetry to give us some data.
