179002 - auto collect "prefers html" from X-Mailer header or the body

Description

[(not reading, please use [e-mail] instead)]

auto collect "prefers html" from X-Mailer (etc)

say I have a card in my PAB from "[e-mail]"

I don't know there html mail preference.  (it is set to unknown)

I get a mail from them.

if the mail:

1) contains html 

or

2) the x-mailer is a known client that can handle html mail
(like Microsoft Outlook CWS, Build 9.0.2416 (9.0.2911.0))

we should put that info in the bug.

Note there is another bug about how if I answer that "send html, plain, both"
question, we remember the decision.

basically, I hate when I get that dialog, and want to avoid it at all costs.
