In bug 1790463, I created a new variant, wmf-media-engine, which uses --tag to explicitly specify what tests should be run under this variant.

However, this try server result shows that --tag doesn't work, because there were still many test running which don't have the specific tag.

I added tag for tests in bug 1790139, so any tests which don't have media-engine-compatible tag shouldn't be run under wmf-media-engine variant.
