This is a follow-up bug to this one: https://bugzilla.mozilla.org/show_bug.cgi?id=1788712
In that bug, we enabled wpt-fis tests on Android, but we made them tier 3 so that the failures are not disruptive. Once the tests are fixed, we need to re-adjust the tier to make default, and make sure Android fission tests run everywhere.
