This intent of this bug is to track the proposal "Adding 'Server Knobs' to Glean Metrics" for the purpose of needinfo's for signoff and tracking discussions that may not fit into document comments.
A brief summary of the proposal:
The intent of the proposal is to integrate Glean with Nimbus so that Glean metrics can be disabled/enabled through rollouts and experiments.
Feedback on the proposal is open until 2022-09-30.

Final signoffs from James and Anna acquired. Rather than reuse this for the meta I'm going to resolve this issue and create a new bug to track the implementation of this.
