Loading DevTools in another process is reasonably easy.
Having everything working is another thing.
Having the test to keep working will be an epic task.
I think having a preffed off setup to start loading the UI in another process would help move forward on this topic.
I'll publish a Proof of Concept here and try to shape it to get it landed preffed off.
