Build: 11-08 trunk build on Mac 10.1.5 With bug 102812 checked in, the file is in html mode, but can not open non-ascii folder/file names. Steps to reproduce: 1. Create some non-ascii named directory and file in local system. 2. Open those local folder/files through browser. Result: 1. Those directories can be displayed correctly no matter what browser default charset that I set to. 2. Those directory/files can be opened with a "<folder/file name> can not be found" error message. Note: With http and ftp server, they can be displayed properly with correct default charset.
Nominate as nsbeta1.

When I set the proper browser default charset, this problem will gone. The remains problem is same as in bug 179143. I'm close this one now.
